Replaced R11 in low-pressure centrifugal chillers. New R123 equipment has been engineered with the correct materials of construction and sized properly for the intended job. Retrofitting existing R11 chillers to R123 may require replacing seals, gaskets, and other system components to achieve the correct operating conditions and prevent leaks. The ASHRAE safety rating for R123 is B1, indicating that lower levels of personal exposure are allowed in normal daily operation and service conditions. Extra precautions and machinery room requirements must be observed (specific requirements are spelled out in ASHRAE Standard 15, Safety Code for Mechanical Refrigeration).

Regulatory Considerations

In 2020, all production and importation of virgin R123 for use in new HVAC equipment and chillers was prohibited. Now, there are restrictive production allowances to manufacture and import R123 to service existing equipment. In 2030, there will be a complete phaseout of all virgin HCFC production and importation, however reclaimed R123 will be allowed.
